Pontius Pilate was the Roman governor of Judea who agreed to Jesus' crucification.  Luke 23v13-24

Amnon was the first son of a king, and was in line to be king, but he was killed before he could be come king. 2Samuel 3v2

Herod the great was King of the Jews at the time of Jesus' birth.  Scared when the wisemen came to visit him, he later had all the children in and around Bethlehem killed.  Matthew 2v13-23

The Jews were split into two kingdoms, Israel and Judah.  Jeroboam was the first King of Israel.  1Kings 12v20

Solomon was the 3rd king of Israel, he was known for his great wisdom and the building of the Temple in Jerusalem.  1Kings 6v1 & 2

Xerxes, called Ahasuerus in some bibles, was the King of Persia who married Esther making her Queen.  Esther 2v15-19

Samuel was many things, a prophet, a priest, a judge and a leader, but he wasn't a king.  But he did anoint the first and second kings of Israel, not that he wanted a king, he knew that God should be the only king of Israel.  1Samuel Chapter 8

Nebuchadnezzar was the king of Babylon who appears many times in the Old Testament.  The prophet Daniel worked in Nebuchadnezzar court.  Daniel was determined to put his God, before his king and God blessed him with wisdom.  Daniel Chapter 1

Moses was a great leader of the Israelites, but he was never their King.  When Moses was young he was adopted by an Egyptian princess, so he grew up a prince, but never became a king.  Exodus 2v1-10

Gideon was one of the Judges of Israel in the time before they had Kings.  After had lead the Israelite army in a God won battle over the Midianites the people called for Gideon to be their king, but Gideon refused and told them that only God should be their ruler.  Judges 8v22&23

David was the second king of the Israelites and he was one of there great kings. 

Jonathan was the first son of the first king of Israel, he should have become the second king, but his father didn't follow God's commands so God made Jonathan's friend king.

Jehoshaphat was a good king of Judah.  He worshiped God and encouraged his people to do so as well.  2Chronicles 17v14
